Z.ai (Zhipu AI) announced GLM-Legal on October 12, 2026, and it became one of the most-discussed Chinese AI launches on Hacker News that week. This page lists what Z.ai has officially published. Where Z.ai hasn't published something (price, model ID, weights), we say so. This is not legal advice.

Access, weights and license获取方式、权重与许可

Access: Z.ai's launch post links to an "Apply for API Access" form, so access is by application.^[2]^[3]
Weights: Z.ai's announcement doesn't mention released weights or a license, and on Oct 15 a Hugging Face search for "glm-legal" returned no models. Several Hacker News commenters also read it as not open.^[1]^[5]^[10]
Self-hosting: no officially self-hostable GLM-Legal is published. The base model GLM-5.3-Flash is published on Hugging Face under the MIT license (320B total parameters, 18B active, 1M context, per Z.ai docs).^[6]^[7]
Pricing: Z.ai's pricing page doesn't list GLM-Legal, so its price is unknown. For reference, the base model GLM-5.3-Flash is $0.15 input / $0.50 output per 1M tokens.^[8]

Z.ai's privacy policy names JINGSHENG HENGXING TECHNOLOGY PTE. LTD. (Singapore) as the data controller for Z.ai services.^[9]
Location: the policy says Z.ai generally provides its services from Singapore and personal data is generally processed there, and that data may be transferred to affiliates or providers overseas under "legally recognized transfer mechanisms".^[9]
Training: the policy lists training and improving models as a purpose for processing several data categories under legitimate interests.^[9]
API Data Processing Addendum: for API business customers, the customer is the data controller and Z.ai the processor; the DPA says Z.ai does not store the content customers or end users input or generate, which is processed in real time and not saved on its servers.^[9]
These are statements from Z.ai's documents, not a compliance assessment. Whether GLM-Legal fits GDPR, client-confidentiality or bar rules for your use is a question for your own counsel; GLM-Legal's own API terms are not published yet.
